Question: Subhadrā is Goddess Durgā. Her eternal consort is Lord Śiva. Is Arjuna Lord Śiva? What is the relationship between Arjuna and Lord Śiva?

First of all, Durgā is not Subhadrā’s position.
Subhadrā’s postion is yogamāyā. She arranges the pastimes of the Personality of Godhead.
Just like in Vṛndāvana the personality of yogamāyā is known as Paurṇamāsī, similarly, in Dvārakā the personality of yogamāyā is known as Subhadrā.
Subhadrā is directly involved in Kṛṣṇa’s pastimes.
Durgā, however, is the shadow of yogamāyā.
Subhadrā is yogamāyā directly; she is not the shadow of yogamāyā.
Next, Arjuna and Lord Śiva are in different tattvas. Arjuna is jiva-tattva, or individual soul, and Siva is siva-tattva – not at all an individual soul like us or Arjuna. There is not a relationship between the two.
During the Mahābhārata pastimes, Arjuna received some weapons from Lord Śiva.
While weapons of Lord Śiva were given to Arjuna, Lord Indra also gave weapons to Arjuna.
