Question: Lord Rama appears every kalpa. Does Hanuman join Lord Rama in every kalpa, from wherever he is, perhaps from Kimpurusa Varsha?

This 1st response is based on Sri Govindharaja and other Sri Vaisnava resources.
- Details are unknown. It could be the same Hanuman who would have attained Vaikuntha by then, or maybe another suitable Jivatma hand-picked by the Lord.

- Yes, at least from the time Hanumān was benedicted in this manner
The 3rd Response:
- Yes, Hanuman also appears whenever Lord Rama appears, but whether or not from Kimpurusa-varsa is unknown. In this day of Brahma, Hanuman is residing in Kimpurusa-varsa, but regularly Hanuman is reciting Sri Rama katha, when visiting anywhere and everywhere. [See BB 2.4.250-274: found in the attached PDF]
